Marcelo Bellini Garcia (Brazil)

Marcelo Bellini Garcia, graduated in Mechatronics (Escola Politecnica da Universidade de Sao Paulo) and received his MBA in administration and marketing at Fundação Getulio Vargas.
He has worked since 1998 in the Smart Card industry working at Sagem Orga do Brasil (formerly Daruma Orga), and is responsible for sales in Latin America for all Business Units (Banking, Telecom and Health/ID). He was a Product Manager for Internet Security Products in Compugraf Tecnologia e Sistemas for 3 years, and a Sales Manager in the CAD/CAE/CAM business.

Humberto de la Vega (Mexico)

Humberto de la Vega’s professional experience includes Cybernetics Engineering at La Salle University, Mexico D.F. and Lost Control Specialty at Water Research Center, Great Yarmouth, England. From 1981 though 1985, he studied at the Mathematics, Computers and System Center, La Salle University, Mexico D.F. and worked as an Analyst and an Administrative Systems Chief.
He was founder the Founder and General Director from 1986 through 1997 at DICSA, Mexico, D.F., a company specializing in biometric applications. From 1997 through 1999, he worked as Latin America Sales Manager at Recognition Systems, Inc. of San Jose, CA, USA. He is currently at HID Global of Irvine, CA, USA and has served as Regional Sales Manager Latin America and the Caribbean, Director of Business Development, Director of Sales Latin America and the Caribbean, and currently serves as Vice President of Sales, Latin America and the Caribbean.
He also has experience as a columnist in various magazines related to technology and security, and has been published different countries.
Ismael Dykman

Mr. Ismael Dykman currently manages the Latin America Government Sales Group at DataCard Group, where he is responsible for Government large scale identification programs Mr. Dykman has worked for more than 20 years selling to the financial and government markets in Latin America with companies such as IBM, 3M, Wang Laboratories, and others. He has been involved in multiple projects involving card and passports personalization systems.
Luis Cohen

Luis Cohen earned his MBA in Intrapreneurship at New Business Creation at Fundação Getulio Vargas (SP) in Brazil in 2003, and a Graduate degree at the Universidade Federal do Rio de Janeiro (UFRJ), Brazil, in 1997. His B.Sc. in Telecommunication Engineering was earned at the Universidade Federal Fluminense (UFF), Brazil in 1990.
Cohen has vast experience in telecommunications, managing teams and sales and marketing staff.

Edgar Betts is the Associate Director for Latin America of the Smart Card Alliance. The Smart Card Alliance is a non profit, non partisan, multi-industry association of over 150 member organizations, working to accelerate the widespread acceptance of smart cards technology in the Americas. He came to the Alliance on March 2005 to help develop and complete the MDCP grant that the Alliance received for Latin America. In June of 2005, he worked with key organizations to create the Smart Card Alliance Latin American (SCALA) Chapter. In February 1st, 2006 Edgar Betts was appointed Associate Director for Latin America of the Smart Card Alliance.
Prior to joining the Smart Card Alliance, Edgar Betts was the Executive Director and Co-Founder of the Smart Card Division (03) for Integra Group Corporation based in Panama City, Republic of Panama. The mission of his Division was to promote, distribute, and implement smart card and RFID systems in Central America and the Caribbean Region.
In 2002, Edgar Betts worked under the Director of Electronic Business Technologies at the U.S. General Service Administration (GSA). During this time he worked on the promotion of electronic business technologies and government policies for the United States Government and the North Dakota Government Rural Outreach (NDGRO) Project.
Edgar Betts is a graduate of Florida State University with a B.A. in Economics and International Affairs. He communicates fluently in Spanish, English, and Portuguese, which allows him to effectively convey and promote the Smart Card Alliance throughout the region of the Americas.

In September 2004, Samia Bounaira joined Oberthur Card Systems as Sales Director to manage Mexico and Central America financial markets. She is responsible for the development and sales of smart cards as well as smart solutions in the banking industry.
Prior to Oberthur, Samia worked 15 years as Project and Sales Manager for the Latin American market for a world-leading German company in the bottling industry.
In 2002, Samia graduated from the Business School of TEC de Monterrey, Campus Santa Fe, Mexico, and received a Master’s Degree in Management. Samia speaks fluent French, English, Spanish and German.

Vidal joined Oberthur Card Systems (OCS) Brazil in February 2005 as Business Manager to develop opportunities in the financial and ID markets in the region. He is responsible for sales for all Oberthur solutions focused on the financial, ID and transport markets. Smart cards (contact and contactless), smart tokens, ePassports and magnetic stripe cards are included in the OCS portfolio.
Prior to joining OCS, Vidal worked as Business Development and Sales Manager with an exclusive distributor for Datacard Group for more than 8 years and was also responsible for market development for VASCO e-security, Spartanics card counters, EVC plastic (known today as INEOS films), Barnes International test equipment and Addressograph imprinters.
Vidal graduated in Electronic Engineering in 1994 from FEI - Faculdade de Engenharia Industrial in São Bernardo do Campo - Brazil. He received his MBA in 2005 from FGV - Fundação Getúlio Vargas - in São Paulo with extension at the UCI - University of California in Irvine, where he focused on international business development and import and export markets. Vidal speaks Portuguese, English and Spanish.

Tatiana Bolivar is the manager of Latin America sales for Fargo Electronics. Fargo is a global leader in the development of secure technologies for identity card issuance systems, including secure card printer/encoders, materials and software. She joined the company in 2005.
Prior to joining Fargo, Tatiana was the International Operations Manager for Biodiagnóstica Ltda., a private company dedicated to importing and selling products and instruments for molecular biology applications. She also has experience with Caja Colombiana de Subsidio Familiar COLSUBSIDIO, the second largest labor cooperative in Colombia, where she served as a Developing Business Advisor.
Tatiana has a degree in Business Administration from Pontificia Universidad Javeriana and her MBA in international business from the University of St. Thomas. She is fluent in both English and Spanish.

André Martins has been the Executive Director of Rede Ponto Certo since 2004. Graduated in Business Administration from Fundação Alvares Penteado (FAAP), Martins is also President of the Brazilian Association of Distributors and Users of Transport Tickets and Other Benefits (Abravale). Before becoming the chief executive of Rede Ponto Certo, Martins worked at Coimex International.

Victor Alarcon is the ALAS Operations Director. In this position, Mr. Alarcon has the responsibility to develop and implement the strategic plan for the growth and consolidation of ALAS in Latin America, what includes the expansion of its educational programs, recruitment of new membership and the strengthening of ties with all industry professionals, among other tasks.
Prior to joining ALAS in 2004, Victor Alarcon worked as the Editor of Ventas de Seguridad, the ALAS official publication, and as manager of the Colombian branch office of Latin Press, the publishing company of Ventas de Seguridad. These positions have given him broad knowledge and acknowledgment of the Latin American security industry and the Latin American continent.
Victor graduated in journalism and communication from the University of Moscow. For the last eleven years, he has traveled broadly throughout Latin America in his work for his previous company and for ALAS. He is fluent in both English and Portuguese. Victor is based in Medellin, Colombia.

Cristina Ardila joined NXP Semiconductors (former Philips Semiconductors) in August 2006 as Marketing Manager eGovernment and is responsible for the North and Latin American markets.
Prior to NXP, Cristina worked at the OTTO Group headquarters as marketing and strategy consultant for the Group companies in Europe.
Cristina graduated in Business and Public Administration and International Management from 3 universities (in Germany, France and the U.S.) and received her MBA from Instituto de Empresa/Uniandes with focus on marketing and innovation. Cristina speaks fluent German, French, English, Spanish and Italian.
