Mission: To create opportunities for government institutions in Latin America to exchange information and experiences as well as develop means of communication with mayor industry players.

The Smart Card Alliance Latin America (SCALA) government to government information exchange council is composed of government institutions of different Latin American countries for the purpose of exchanging information about, knowledge of and experience with smart card technology. At the same time the council creates an environment for different institutions to establish relationships with each other and discuss and develop ways of having international interoperability.
